As a theory of cognitive behavior, the application of localization theory in the field of international politics is not common. However, its proposition of viewing the leading position of a country from the three dimensions of willingness, ability and acceptability provides a new perspective for analyzing the role of the BRICS in the future global order. In the first decade of their cooperation, the BRICS countries have demonstrated their apparent willingness to participate in global governance, their strong potential for economic development, and the extent to which they are increasingly accepted and endorsed by other countries. Entering the second decade of development, through deepening and perfecting the mechanism of construction, it is reasonable to believe that BRICS countries will play a more important role in the world arena and play a greater role.
