刚刚过去的2008年,中国国内的政治经济受到了严峻的考验。特别是由美国次贷危机引发的全球性金融危机,涉及范围广,影响程度深,冲击强度大,已经波及全球,中国大陆的经济发展受到严重的冲击。为了应对金融危机带来的冲击,国家把扩大内部有效需求特别是消费需求作为促进经济增长的基本立足点。“家电下乡”正是在这种特殊情况下,由财政部,商务部在反复调查研究基础上提出的。目的在于通过这样的措施刺激内部需求,提升整体经济效益,同时对农村地区信息化建设产生促进作用。
