以国营企业产权有偿转让为主要内容的深层次的经济改革,近两年来在我市得到了迅速发展,先后有20多家企业进行了产权的整体转让或部分转让,使我市企业产权转让市场初步形成。但也应看到,企业产权转让在我国社会主义经济发展史上是以改革的新事物面貌出现的,没有现成的经验可供参考,涉及的问题又很多,因此在探索的过程中,难免会存在这样那样的问题需要加以解决。要推动我市产权转让工作的进一步发展,必须深入探讨所出现的问题,采取相应措施加以完善。这对打破传统体制的束缚,调整我市的产业结构、企业结构及产品结构,创造“深圳效益”,发展特区经济,具有重大意义。一我市国营企业产权有偿转让的发展,是我市未来持续发展和进一步改革开放所必需的。在过去的10年里,深圳经济特区的发展成就举世瞩目,这是值得我们自豪的。但同时要看到,我市的经济效益并不十分理想,相当一部分企业亏损增加、亏损面扩大,有的企业长期处于半停产、停产状态,国有资产流失严重。要实现市府提出的今后10年创“深圳效益”的战略要求,这种状况必须加以改变。此外,我市产业结构、企业结构、产品结构存在着不合理的地方,国有资产管理体系虽对传统体制有所突破,但所有权缺位、所有权对经营权约束软化的情况
