针对干部作风不严不实,工作没激情,甚至在考核报告中注水等问题,山西省高平市在推出《高平市级领导班子和领导干部考成制》,向市级领导亮剑,将自上而下的考核拓展到同级评价和基层评价,对考核制度进行了范围和方式的突破。从思路清晰不清晰、重点聚焦不聚焦、措施有力没有力、作风过硬不过硬、成效满意不满意五方面,对考评对象的工作做出评级。
