从我县来看,“包机到人”的方式有三种:一是实行“五定一奖”责任制,由机手与生产队签定合同,开展单机核算。二是包机给本队驾驶员,定好一年要为生产队完成农田作业数量,每月为社员碾米3~5天,一年上缴给生产队多少钱,其余费用生产队一概不管。实际上这是一种“五定一奖”责任制的简单化。三是包机给个人或包到外地去,生产队纯拿“包”钱,其余一切与生产队无关系,实际上这是将生产队的拖拉机出租而已,我们感到前两种方法是可取的,应进一步加以引导、完善,形成一种管理制度。第三种方法应加制止,因为这种“包”出的机子都是去单干搞运输,这不是责任制。如我县富岭公社岩下大队,已有东风—12手扶拖拉机5台,由大队统一管理,他们的机务管理、财务管理、劳动定额、计划管理、安全生产等各项指标都完成得很好,年年有盈余,几年来都被评为地区先进单位。可是今年由于岩下二队及樟垱小队有人从外公社包进4台东
