至今引入的非公有资本不足公路建设投资总额的3%,显然公路行业引入非公有资本的进展并不十分顺利。在国家大力鼓励和支持非公有资本进入基础设施领域的情况下,公路行业应如何采取积极的应对措施,努力克服行业内与非公有资本进入不相适应的法律法规、行政管理方式和管理手段等方面的障碍呢?
The non-public capital introduced so far is less than 3% of the total investment in road construction. Obviously, progress in introducing non-public capital in the road industry has not been very smooth. Under the circumstance that the state encourages and supports the non-public capital to enter the field of infrastructure, how should the road industry take active measures and try to overcome the incompatible laws, regulations, administrative methods and management measures in the industry with non-public capital? Obstacles?
