1月5日和8日中共中央办公厅秘书局召集了中央各部委档案科(室)負責人座談会。会上座談了文書、档案工作的一般情况,着重討論了精簡机構、人員下放以后的文書处理部門(或文書人員——下同)立卷問題。目前的情况是大多数机关都坚持了这一制度,有的机关經过整風中的辯論,也明确了要繼續实行这一制度。座談会首先肯定了文書立卷是文書处理人員的任务,是文書处理工作中的一个程序。文件从收进、承办、到立卷等一系列工作,应由文書处理人員完成。通过回忆过去未实行文書部门立卷以前的文書混乱散失归档不全的情况,再一次肯定了由文書处理部門立卷的优越性。
On January 5 and 8, the Secretariat of the General Office of the CPC Central Committee convened a forum for heads of archives (rooms) of all the central ministries and commissions. At the meeting, he discussed the general situation of clerical and archival work, and focused on the issue of setting up volumes of the clerical departments (or clerical staffs - the same below) after the streamlining of institutions and personnel. The current situation is that most organs insist on this system. Some organs have made it clear through the debate in the rectification campaign that this system should continue to be implemented. The symposium first affirmed the task of document filing as a clerical staff and a procedure in clerical work. Documents from income, contractors, such as a series of work, should be completed by the clerical staff. By rememorating the incomplete archiving of the documents that were untidy before the clerical and archival departments started to roll up their books, they once again affirmed the superiority of legislation by the clerical and prosecutorial departments.
