就当前已逐渐步出困境的国有企业而言,由于前几年生产经营形势的滑坡,造成人员大量窝工、下岗,员工纷纷外出务工;当国家经济形势好转后,导敛了部分企业党员队伍老化、观念僵化,党员的先锋模范作用不突出、组织机构不健全,无法适应或阻碍当前企业机制改革顺利进行。加强基层党组织建设工作关键是从解决党委班子成员的认识上入手,解决好组织建设不得力的问题。第一,克服维持思想,管好党员队伍、探索工作新思路。
