服务型政府的构建的基础是高素质的公务员队伍成员,在我国,基层公务员可以和人民群众直接交流,是国家各项法律规章的最终执行者,基层公务员办事效率的高低,直接影响人民群众的日常生活,所以组建一支工作态度认真负责,工作结果让人民满意的公务员队伍,是建设服务型政府的基本要求。目前,基层公务员培训工作虽然已取得了一定的成绩,但是从宏观制度层面来看,培训仍然存在一些问题,距离建立完善合理的服务型政府还有一些差距,所以在服务型政府这一视角下,对基层公务员培训展开的研究具有重要的意义。
