对体系性能的评价结构和功能分析,都是有效的分析工具。认识创新体系的组织形式和表现,功能分析方法是对结构分析的补充。将创新体系结构与功能相连接不仅是出于分析的目的,同时也是出于实用性的原因。只有改变结构才影响功能。体系问题的结构特点是使之与功能模式相链接,这种模式与创新水平有关。在功能分析基础上所确认的体系问题,既表达了结构问题,也反映出它们在创新过程中的巨大影响。这种理论的实践也证实了通过减少负面要素,激发积极因素,提高能力,决策者不仅可为创新提供更好的环境,也可能影响有着特定目标方向的技术变革,真正做到将行动者、建制、交互和特定的物质、知识和金融基础设施作为创新体系结构维度具有合理性。
