干部人事档案是国家机构、社会组织在人事管理活动中形成的记述和反映干部经历、德才能绩和工作表现,并以个人为单位集中保存起来的历史记录。因此,干部人事档案的质量标准就在于档案是否准确和完整。随着我国人力资源市场不断发展,人员流动性大幅度增加,干部人事档案管理中出现了一系列新问题,除了档案内容的失真、档案材料的缺失外,干部人事档案的不完整已经成为当前一个比较突出的问题。笔者根据干部人事档案管理的实践,对其中出现的问题以及保证干部人事档案完整性的方法,在此与同行共同探讨,以期使干部人事档案管理更加适应时代的发展。

Based on the practice of cadre personnel file management, the author discusses the problems that occur therein and the method to ensure the integrity of cadre personnel files. We hereby discuss with our colleagues in order to make cadre personnel file management more adaptable to the development of the times.
