本文分析了新疆兵团棉花购销制度经历的过程,即统购统销阶段(1954-1998年)、双轨制阶段(1999-2005年)、订单收购、统一销售阶段(2006-至今)三个阶段,认为兵团场棉花产业链条中存在购销主体利益分配不协调,棉花生产和价格波动等问题;以及产生问题的根源,即是责权利不对等、行政干预较强、监管缺失、信息沟通不畅。提出了应改革现有体制,强化绩效考核,加强信息沟通和互信,延伸产业链条,加大财政扶持力度,构建合理、高效、各相关主体责权利对等的购销制度的政策建议。
