要构建一个和谐的社会,建立一个公共管理制度非常重要。公共管理制度的设计一定要能够代表公共利益,即制度的制定者要超脱于部门、行业、领域、阶层和社会利益群体之外,站在公正的立场上设计制度。公共管理制度是否和谐,最终得以制度实施后的绩效加以衡量和检验,和谐的制度必然产生和谐的绩效。公共管理制度只有从自然、政治、经济、文化等方面很好地实现与人的和谐,最终才能取得和谐的社会绩效。
To build a harmonious society, establishing a public management system is very important. The design of the public management system must be able to represent the public interest, that is, the system creators should design systems from an impartial standpoint, beyond the departments, industries, fields, classes and social interests. Whether the public management system is harmonious and finally can be measured and tested after the performance of the system, and a harmonious system will inevitably produce a harmonious performance.
