农村社会基于现实条件下表达利益"实现自治",是和谐社会的重中之重,而农民的政治参与又是农村社会实现权益的最主要途径,是和谐社会建设应关注的重点.青海农牧民在政治权利的实现过程中,既有可喜的一面,又有令人担忧的一面,从实践来看仍需要积极努力,推动农牧民提高政治参与能力,促进和谐社会建设.
