在动态综合测度2001~2011年中国28个制造业环境规制强度指数的基础上,通过面板协整方程估计方法验证制造业集聚的适度规模以及环境规制在其中发挥的作用。实证结果表明:较高环境规制强度有助于制造业以更少的碳排放总量实现更高的集聚规模;中高环境规制强度制造业集聚与碳排放总量呈倒U型关系;低环境规制强度制造业集聚与碳排放总量之间更容易呈U型关系。为减少碳排放总量,政府有必要提高环境规制强度,并针对不同污染类型的制造业采用差别化的环境规制工具,通过规制政策的协调配合有效发挥制造业集聚的减排效应。,Based on the dynamic comprehensive measurement of environmental regulation strength index of 28 manufacturing industries in China from 2000 to 2011 ,the authors test the function of optimal scale and environmental regulation in the measurement by using panel cointe-gration estimation. The empirical results show that stronger environmental regulation is beneficial for manufacturing industry to achieve higher level of agglomeration with less total carbon emission;medium strong environmental regulation of manufacturing agglomeration has inverted U-shaperelationship with the total volume of carbon emission; and the relationship with low environmental regulation tends to be a U-shape. In order to reduce carbon emission,it is necessary for the govment to increase the intensity of environmental regulation,and different environmental regu-lation tools should be adopted in manufacturing industries with different types of pollution. The effect of emission reduction can be achieved effectively by the coordination of regulation policies.
