目的了解湖南省长沙市城乡居民为小学生购买基本医疗保险的意愿及其影响因素,为做好小学生基本医疗保险参保工作提供依据。方法采用分层整群抽样方法抽取长沙市10所小学的1 507名小学生,对其家庭中医疗保险购买的决策者进行支付意愿相关调查,并进行描述性分析和单因素、多因素logistic回归分析。结果 84.5%(771/912)的决策人表示愿意给小学生购买城乡居民基本医疗保险;其中32.2%(248/771)的决策人每年愿意支付的费用为40~59元,19.8%(153/771)的决策人每年愿意支付的费用为100~190元,13.4%(103/771)的决策人每年愿意支付的费用为80~99元;50.3%(459/912)的决策人期望的起付线标准为<300元,16.2%(148/912)的决策人期望的起付线标准为300~499元,11.4%(104/912)的决策人期望的起付线标准为500~699元;61.9%(565/912)的决策人期望总的住院报销比例达到≥80%;多因素logistic回归分析结果显示,决策人文化程度(OR=1.83~3.05)、职业为军人(OR=0.16)、家庭人口数(OR=3.88~5.35)是其为小学生购买城乡居民基本医疗保险的影响因素。结论决策人直接按照自己的参保意愿决定是否为小学生购买城乡居民基本医疗保险,同时期望能以较小的投入获得最大的保障。
Objective To understand the willingness of urban and rural residents in Changsha City, Hunan Province to purchase primary medical insurance for primary school students and its influencing factors, so as to provide a basis for primary school students’ participation in basic medical insurance. Methods A stratified cluster sampling method was used to select 1 507 primary school students from 10 primary schools in Changsha City to investigate the willingness of the purchasers of medical insurance in their families to pay and to conduct descriptive analysis and single factor multivariate logistic regression analysis . Results Eighty-five percent (771/912) of the decision-makers indicated that they were willing to buy basic urban and rural residents’ basic medical insurance for elementary school students. Among them, 32.2% (248/771) of decision-makers were willing to pay 40- 59 yuan per year, 19.8% ) Are willing to pay 100-190 yuan each year, and 13.4% (103/771) of them are willing to pay 80-99 yuan a year; 50.3% (459/912) are expected to pay The standard for the debit line expected by policymakers with a standard of <300 yuan and 16.2% (148/912) is 300 ~ 499 yuan, and the debit standard expected by decision makers of 11.4% (104/912) is 500-699 yuan ; 61.9% (565/912) of the decision-makers expected the total hospital reimbursement ratio reached 80%; multivariate logistic regression analysis showed that the decision-maker’s educational level (OR = 1.83-3.05), occupation as a soldier (OR = 0.16) , And the number of family members (OR = 3.88 ~ 5.35) is the influencing factor for primary school students purchasing basic medical insurance for urban and rural residents. Conclusion The decision-makers directly according to their willingness to take part in the decision whether to buy primary and secondary health insurance for urban and rural residents, at the same time expect to get the maximum protection with a smaller investment.
