人才是关系事业单位核心竞争力的第一要素,人才管理作为人事管理的核心,有其特殊性。我国加入WTO以来,传统事业单位管理体制的弊端不断暴露出来,推进事业单位改革,建立和完善与市场经济体制相适应的现代事业单位人事管理体制,已成为一种必然趋势。如何使所需的各类人才能够引得进、留得住、用得上,对于各事业单位的人事管理工作都至关重要。本文试图结合管理学的有关知识,简要分析当前事业单位在人事管理方面所面临的主要问题,并提出相关主要应对措施,供大家参考。
Talent is the first element of the core competitiveness of institutions, talent management as the core of personnel management, has its own particularity. Since China’s accession to the WTO, the drawbacks of the management system of traditional institutions have been continuously exposed. It has become an inevitable trend to promote the reform of public institutions and to establish and perfect the personnel management system of modern institutions in line with the market economic system. How to make all kinds of talents needed to be able to attract, retain and use are crucial to personnel management in all public institutions. This article attempts to combine the relevant knowledge of management, briefly analyze the main problems that the current public institutions face in personnel management, and put forward the relevant main countermeasures for your reference.
