本文编译自美国国防大学国家战略研究学院中国军事研究中心2003年8月出版的《变革进程中的中国和中国人民解放军》,作者詹姆斯·C·穆尔维隆。本文认为,“9.11”恐怖袭击事件发生前,世界各国的陆军似乎都成为现代化进程中的“大输家”,空中作战力量清晰精确的作战方式,以及各种武装冲突中对大规模地面作战需求的减少,都使得以牺牲陆军为代价换取空军和海军力量发展。类似的呼声也曾影响了陆军在中国人民解放军中的传统优势地位,但解放军陆军仍在为争取认同感和获得作战任务而努力,就目前而言,从人力、资源、作战原则和声望等因素衡量,陆军仍是解放军中占绝对优势的军种。对于文中提及的部分观点和数据,本刊并不同意,仅供读者参考。
This article is compiled from “The China and the People’s Liberation Army in the Process of Change,” by China Civil Defense Research Center, National Defense Research Institute of China, August 2003, by James C. Murwell. This article argues that before the Sept.11 terrorist attacks, the armed forces of all countries in the world seemed to have become “big losers” in the process of modernization.
