在大多数第三世界国家的公共行政部门中,通常男性和女性之间的地位相差都非常悬殊。不仅如此,妇女在公共部门的就业机会也很少,或者说妇女在这一领域并没有享受平等的就业机会。本文以孟加拉国、印度和巴基斯坦为例,探讨了妇女在南亚国家参与公共行政部门的情况。文章指出,虽然印、孟、巴三国政府一再致力于推动妇女参与公共事务及女性官员的晋升,但是总体的情况却仍然不尽如人意——三个国家的女性官员(特别是高级女性官员)的数量仍旧非常少;而且对于那些刚刚进入公共机构的初级女性职员而言,她们未来的职业道路也充满各种障碍。本文介绍了印、孟、巴三国妇女参与公共事务工作的情况,论述了影响三国妇女在公务员系统参政议政的障碍因素,在此基础上提出相应的对策建议。
In most public administrations in third world countries, the difference between men and women is often disproportionately disproportionate. Not only that, women also have very few employment opportunities in the public sector, or that women do not enjoy equal employment opportunities in this area. Taking Bangladesh, India and Pakistan as examples, this paper explores the participation of women in the public administration in South Asian countries. The article pointed out that while the governments of India, Bangladesh and Pakistan have repeatedly devoted themselves to promoting the participation of women in public affairs and the promotion of female officials, the overall situation is still not entirely satisfactory - the female officials in three countries (especially senior women officials) The number is still very small; and for junior female staff who have just entered public institutions, their future career paths are full of obstacles. This article introduces the participation of women in public affairs in India, Bangladesh and Pakistan. It discusses the obstacles affecting women in the civil service in politics and government, and puts forward corresponding countermeasures and suggestions.
