高素质军事人才的培养需要培养对象有较强的基础。为吸引更多的地方优秀青年入伍 ,造就一支高素质的军事人才队伍 ,国家应改革征兵制度 ;军队应加大士兵学员录取的文化比重 ,放宽高学历士兵的提干年龄 ,加强军校招生工作的宣传力度 ;军队院校应提高培训层次 ,实施通才教育 ,加大不合格学员淘汰比率 ,改革学员队成员结构。同时 ,军队应把从地方普通高校在校生中选拔培养和招收国防定向生 ,作为依托国民教育培养军队干部的主要方式。
The cultivation of high-quality military personnel needs to have a strong foundation for training the target. In order to attract more outstanding local youth to join the army and create a contingent of high-quality military professionals, the state should reform the conscription system. The army should increase the proportion of soldiers enrolled in the military culture, relax the age of promotion of highly educated soldiers, and strengthen the enrollment of military academies ; Military academies and schools should raise the level of training, general education, increase the number of unqualified students to be eliminated, and reform the structure of the student team members. At the same time, the military should select, train and recruit students from local ordinary colleges and universities for orientation in national defense as the main way to train army cadres relying on national education.
