目前,我国一些轨道公司开始以欧盟RAMS标准为依据,进行安全过程控制的探索,在应用中存在一定的局限性,RAMS标准的初衷是仅应用于机电系统,并非针对城市轨道交通的建设运营全过程。有鉴于此,提出适合我国国情的RAMS流程,将系统按任务划分为策划、初步隐患分析、制定各子系统安全要求、详细隐患分析、各子系统执行安全计划、系统安全调试、系统安全验收、系统安全试运营、系统安全运营、退役和报废共10个阶段,这一流程划分继承了RAMS理念中核心的风险管理和全过程控制的优点,规范了城市轨道交通系统安全过程控制,规定了建设过程中必须进行的强制性工作,采取超前预防模式,实现了系统安全过程控制和安全评价的结合。
