事业单位不以盈利为直接目的,它的工作成果与价值不直接表现或主要不表现为可以估量的物质形态或者货币型态。由国家设置的以增进社会福利,满足社会文化、教育、科学、卫生等方面需求为主,其不在政府机构的范畴。事业单位的存在体现出了我国独特的特色,它促进了我国国民经济以及社会的发展。现阶段,随着市场经济体制的进一步完善,更多的人开始关注事业单位的运行效果,同时,事业单位也在积极的探索与自身发展相适应的渠道。绩效评价最开始只是在管理学中对员工的绩效水平进行评价,不过,其对事业单位的运行状况也有着一定的适应性。
