目的掌握全国省、地、县三级妇幼保健机构卫生人力的数量、结构状况和机构间差异,为新医改进程中妇幼保健机构的建设和发展提供依据。方法通过全国妇幼卫生机构管理信息网络报告系统,收集2008年全国省、市、县三级妇幼保健机构卫生人力配置状况。结果 2767家机构中,省级妇幼保健机构实际工作人员的中位数为445人、地市级105人、县区级40人,其中卫生技术人员占总职工人数的比例分别为79.6%、81.5%和81.9%。各级妇幼保健机构的卫生技术人员的职称结构均以助理及以下职称、中级职称人员比例合计占85.8%。结论当前卫生技术人员整体配备不足,需要加大政府投入,重点提高卫生技术人员素质。妇幼保健机构间发展存在不平衡,妇幼保健服务需要进一步规范。
Objective To understand the quantity, structure and inter-institutional differences of health workers in MCH institutions at provincial, prefecture and county levels in China so as to provide basis for the construction and development of MCH institutions in the new medical reform process. Methods Through the National MCH Management Information Network Reporting System, the status of health manpower allocation in MCH institutions at provincial, city and county levels in 2008 was collected. Results Among 2767 institutions, the median number of actual staff in provincial MCH institutions was 445, with 105 municipalities and prefectures and 40 county-level districts. Among them, the proportion of health technicians to the total number of workers was 79.6% and 81.5 % And 81.9%. The occupational health and technical personnel at all levels of MCH institutions occupy 85.8% of the total professional titles with the rank of assistant and below, and those with intermediate professional titles. Conclusion At present, the overall health workers are inadequately equipped with the need to increase government investment and focus on improving the quality of health technicians. There are imbalances in the development of MCH institutions, and MCH services need to be further standardized.
