根据党的十六届三中全会和省委四届四次全会精神以及省政府第176、177号令的规定，在海南省委、省政府的高度重视和省国资委的直接领导、支持下，海南产权交易所于2004年12月28日正式成立。 一、产权交易市场对国企改革的意义和作用 海南产权交易所的成立，拉开了海南省以产权市场为基础重构海南资本市场体系的序幕。党的十六大就强调“要在更大程度上发挥市场在资源配置中的基础性作用”，大力“发展产权、土地、劳动力和技术等市场”。在社会主义市场经济条件下，调整国有经济布局和结构，必须按照市场规律，依托市场机制实现资源的优化配置。卫留成省长具体提出，
