就近入学的基础教育政策对于维护城市社会成员相对公平的教育机会曾经发挥了积极作用。住房制度改革以及保障性住房政策的实施引起的城市社区的分化、基础教育资源的不均衡配置使得弱势群体子女在获得基础教育方面处于劣势地位,从而导致了城市弱势群体的自我复制。为此,地方政府应当关注住房制度改革与基础教育制度之间的交互作用,在城市规划、保障性住房建设过程中均衡基础教育资源配置,目的是通过政策和市场手段保证基础教育机会的公平。
The basic education policy of recent admission has played an active role in maintaining relatively fair educational opportunities for members of urban society. Housing system reform and the implementation of affordable housing policies have resulted in the differentiation of urban communities and the unbalanced allocation of basic education resources, which have placed disadvantaged children at a disadvantage in their access to basic education and have thus led to the self-copying of urban disadvantaged groups. To this end, local governments should pay attention to the interaction between housing system reform and basic education system, and balance the allocation of basic education resources in the process of urban planning and affordable housing construction with the aim of ensuring the fairness of basic education opportunities through policies and market instruments.
