中国即将加入世界贸易组织 (WTO) ,很快就要进入一个全新的、更加开放的全球性经济环境 ,中国公共行政也将处于一个全新的行政生态环境中———随着国内利益格局的重新调整、将出现更加丰富复杂的利益群体 ;跨国公司更自由地大规模进入我国 ,逐渐成为政府新的行政对象 ;随着我国政府更广泛地参与国际事务 ,以WTO为代表的国际组织的干预性日渐加强。这三方面的因素不仅会基于各自的合法性依据对政府行政活动提出要求 ,以满足自身的权益 ,而且对政府公共行政自主性构成挑战。由于即将到来的挑战具有复杂性和不确定性 ,作为政府更应在入世的背景下 ,加快进行政府职能转变和调整 ,提高公共行政能力 ,构建政府自主性的基础 ,以迎接这一历史性挑战
With China’s imminent accession to the World Trade Organization (WTO), it will soon enter a new and more open global economic environment, and China’s public administration will also be in a brand new administrative and ecological environment. With the re-establishment of the domestic interest pattern Adjustment will bring about a richer and more complex interest groups. Multinational corporations will enter China more freely and gradually become the new administrative objects of the government. With the greater participation of our government in international affairs, intervention by international organizations represented by the WTO Increasingly. These three factors will not only demand the government administrative activities based on their respective legitimacy bases to meet their own rights and interests, but also pose challenges to the government’s autonomy in public administration. Due to the complexity and uncertainty of the upcoming challenges, as a government, we should speed up the transformation and adjustment of government functions, improve the capacity of public administration and build the foundation of government autonomy to meet the historic challenge, given the accession to the WTO
