根据我国目前对专业技术干部尚未建立起一套科学的考评制度的现状,结合军队及我校的实际情况,我们设计了专业技术干部的考评指标、标准和方法,对我校训练部及两所附属医院的数千名专业技术干部进行了评估。主要步骤是:宣传动员,自评互评,科室评估,评委、党委评估,结果的统计分析与处理。结果表明:优秀者占22.4%,称职者占71.6%,基本称职者占5.7%,不称职者占0.3%。分析了上述结果产生的原因,并制订了相应的实施措施,取得了较好的效果。此外,考评工作中,应注意理顺和处理好以下几点:(1)注意处理定性与定量、主系列与辅系列、各专业技术职务之间的关系;(2)统一思想,加强考评工作的组织领导;(3)考评指标的制订要力求精炼、准确、具体;(4)考评结果必须加以兑现。
According to the current status of China’s professional cadres who have not yet established a scientific assessment system, combined with the actual situation of the military and our school, we have designed evaluation indicators, standards, and methods for professional and technical cadres. Thousands of professional technical cadres of affiliated hospitals conducted assessments. The main steps are: propaganda mobilization, self-assessment and peer review, department assessment, evaluation by judges, party committees, and statistical analysis and processing of results. The results showed that: 22.4% were excellent, 71.6% were qualified, 5.7% were basically qualified, and 0.3% were incompetent. The reasons for the above results were analyzed, and the corresponding implementation measures were formulated and good results were achieved. In addition, in the assessment work, attention should be paid to the following points: (1) Pay attention to the relationship between qualitative and quantitative, main series and auxiliary series, and professional technical positions; (2) Unify ideas and strengthen evaluation work (3) The formulation of evaluation indicators must be refined, accurate, and specific; (4) The evaluation results must be honored.
