美国国防科学委员会在两年前就发表了一份《信息防卫战》报告,呼吁军方加强信息战的防卫能力,保证美国通信和计算机基础的安全,防止“电子珍珠港事件”的发生。因为现在全世界军事、经济、社会、文化等各方面对网络的依赖性越来越强,这种高度依赖使国家经济和国防安全变得十分脆弱。在这种情况下,电子攻击的威力远远大于原子弹的爆炸力。 美国的今天也将成为我们的明天。遗憾的是,目前国内许多部门还没有意识到网络安全的重要性,信息安全保卫工作严重滞后,全民网络安全意识也极为薄弱。一旦我们的计算机网络特别是要害部门的系统受到攻击,整个社会将陷入严重的危机。怎样才能未雨绸缪,及早做好应对网络战争的准备?本期我们组织了新华社特稿《信息战争,中国准备好了没有?》以及本刊专访《网络安全,走近你我》,希望能对提高我们各级管理部门以及全民的网络安全意识有所裨益。
