随着国家“三网融合”两个方案的贯彻实施,广电正在遭遇前所未有的“身份”纠结:既要以主阵地、主渠道、主力军来把握工作定位,更好地担负起党和人民赋予的重要使命,又要面对三网融合、三屏合一的实际进程,主要依靠自己的力量参与竞争、参与融合。到底是做运营商,还是非运营商,或特种法人运营商?笔者认为,在“非此即彼”的答案之外,事实上还存在着一种更符合中国国情、更符合技术发展规律与新闻传播发展规律的制度选择。这就需要进一步解放思想,实事求是,与时俱进,实施理论创新、政策创新、技术创新与制度创新,并将创新与改革实践结合起来。否则,广电的种种纠结还会继续下去。
