火灾公众责任险是指在保险有效期限内，被保险人在经营场所内依法从事生产、经营等活动时，一旦发生火灾、爆炸等事故造成第三者人身伤亡，所引起的医疗费用和抚恤费用，以及依法应由被保险人承担的民事赔偿责任，由保险公司在责任范围内作为赔偿资金的提供者向受害人提供赔偿的险种。
