2010年以来,陆川县在开展创先争优活动中,创新“农事村办”模式,在全县14个乡镇建立了乡镇政务服务(农事村办)分中心。每个乡镇服务中心设置15～18个窗口服务员,同时在乡镇设置1～3名乡镇代办员,在154个村每村设置1名村代办员,在800个屯(片)每个屯(片)设置1名中心户代办员,构建“县-乡(镇)-村-中心户”四级便民服务平台,推行“四员合一”的农事代办制度。各级代办员既是农事代办员又是效能监督员、信访带访员、社情民意联络员,极大地方便了基层群众办事。
