目的探讨成都市区县卫生资源的优化配置。方法对成都市14个区县2006年卫生人力与医院床位配置情况进行描述性分析和RSR综合评价。结果成都市区县卫生资源配置存在着较为明显的不平衡现象:(1)千人口床位数温江区高达5.43张,彭州市最低,仅为1.96张,各区县该指标的变异系数为30.00%;(2)千人口卫生技术人员数温江区高达5.96人,邛崃市最低,仅为2.52人,各区县变异系数为28.53%;(3)各区县千人口医师数变异系数27.92%;(4)千人口护士人数分布最不均衡,变异系数高达37.86%;(5)综合评价结果,各区县卫生资源配置不平衡(P<0.05)。结论应逐步调整全市各区县医疗卫生资源的布局,合理优化配置成都市有限的卫生资源,提高卫生资源的利用效率和卫生系统绩效。
Objective To explore the optimal allocation of health resources in districts and counties in Chengdu. Methods Descriptive analysis and RSR comprehensive evaluation of health workers and hospital beds in 14 districts and counties in 2006 were conducted. Results There were obvious imbalances in the distribution of health resources in Chengdu: (1) The number of beds in 1000 counties was as high as 5.43 in Wenjiang District and 1.96 in Pengzhou City, and the coefficient of variation was 30.00% in all districts and counties. (2) The number of health workers in Wenjiang District is as high as 5.96 in Wenjiang District, with the lowest in Qionglai City (2.52 persons). The coefficient of variation (CV) is 28.53% in all districts and counties. (3) The coefficient of variation The distribution of population nurses is the most unbalanced, the coefficient of variation is as high as 37.86%. (5) According to the results of comprehensive evaluation, the distribution of health resources in all districts and counties is not balanced (P <0.05). Conclusion The layout of medical and health resources in all districts and counties in the city should be adjusted step by step to rationally optimize the allocation of limited health resources in Chengdu and improve the utilization efficiency of health resources and the performance of health systems.
