2012年10月下旬,飓风桑迪侵袭加勒比海岸多个国家,并登陆美国东海岸,短时间内影响了美国24个州,给纽约、新泽西等地带来严重损失。居民区断电、公共交通中断、数百人死伤,桑迪给美国带来了超过五百亿美元的经济损失。在此次飓风灾害中,医疗和公共卫生系统的压力急剧增大,纽约多家医院由于电源问题停诊或需要将重症患者转移到周边医疗机构。灾害过后,美国灾害应急中心的管理人员从灾害卫生应急的角度提出了一系列有关今后医院及公共卫生系统应急的观点,值得借鉴与深思。
In late October 2012, Hurricane Sandy invaded several countries on the Caribbean coast and landed on the east coast of the United States, affecting 24 U.S. states in a short period of time, causing serious losses to New York and New Jersey. Disconnected residential areas, disrupted public transport, hundreds of deaths and injuries, and Sandy brought more than 50 billion U.S. dollars in economic losses to the United States. During the hurricane disaster, the pressure on health care and public health systems increased dramatically. Clinics in many hospitals in New York were suspended due to power problems or the critically ill patients were required to be transferred to neighboring medical institutions. After the disaster, the managers of the United States Disaster Emergency Response Center put forward a series of opinions on the future emergency of hospitals and public health systems from the point of view of disaster emergency response, which is worth learning from and thinking deeply.
