公共自行车建设工作,不仅是2013年宁波市政府民生实事项目之一,也是全面启动2013年城市交通治堵行动的重点内容。目的是缓解城市交通拥堵,有效解决市民出行“最后一公里”难题。据初步测算,截止2013年底,全市共投放公共自行车12500辆,办理公共自行车租赁IC卡5万余张,总租车量达到100万余次,日最高租车量达2.8万余次。其中,早高峰的租车量约占日租车总量的21%,晚高峰的租车辆约占日租车总量的25%。随着投入试运营网点的不断增加,公共自行车的日租用量呈明显上升趋势,公共自行车在市民出行中发挥的作用逐渐凸显。毫无疑问,公共自行车作为一个新生事物,在运营过程中得到了广大市民的积极参与和认可。根据规划,宁波公共自行车投放总量为3万辆,将稳步推行“公交+自行车”、“轨道+自行车”等新型出行方式。此举将进一步完善城市公共交通网络体系,有效缓解日益突出的城市拥堵问题。
The construction of public bicycles is not only one of the practical livelihood projects of the Ningbo municipal government in 2013, but also the key point of starting the 2013 urban traffic control and blocking operations in an all-round way. According to the plan, the total number of public bicycles in Ningbo is 30,000, and new travel modes such as “bus + bicycle”, “track + bicycle” will be steadily implemented. This move will further improve the urban public transport network system and effectively alleviate the increasingly prominent problem of urban congestion.
