美国的基本能源政策是依靠市场来配置大部分资源,政府只是有选择地干预,以满足某些需要高投入的领域,例如能源安全、环境质量和能源研究等方面的社会需求。面对90年代初以来的新形势,美国能源部为适应下世纪发展的需要,推出了新的国家能源发展战略。这一文件由五个战略大目标、一系列分目标和战略措施构成。大目标是:(1)提高能源系统的效率——更有效地使用能源资源,在保护环境和增强国家安全的同时,进一步改善国民经济的总体运行;(2)确保能源供应安全——防止国民经济受到外部能源供应中断和基础设施瘫痪所造成的威胁;(5)以尊重健康和环境的价值观促进能源的生产与使用——改善健康和环境质量;(4)扩大未来能源的可选择范围——追求科学与技术的不断进步,为下一代提供充足且价格合理的清洁能源来源;(5)促进全球问题的国际合作——寻求方法,解决人们所关心的全球经济、安全和环境问题。
The basic energy policy of the United States is to rely on the market to allocate most of its resources. The government only selectively intervenes to meet certain social needs that require high input, such as energy security, environmental quality, and energy research.
