党的十一届三中全会以来,我国实行了对外开放,利用外资,引进先进技术的政策,融资租赁(Financialleasing,也称金融租赁、资本租赁)从1980年开始在我国初步实行。随着中外合资、国内联营等综合性租赁公司和专业租赁公司的相继成立,租赁业务不断增加,影响日益扩大。到1983年底,仅中国国际信托投资公司系统,通过租赁方式对我国21个省市和部门的270多家企业进行了技术改造和设备更新,引进了价值9,000多万美元的设备。实践证明,在直接利用外资的几种形式中,租赁方式在促进企业设备更新和技术进步当中,显示出了特有的作用。 Since the Third Plenary Session of the 11th CPC Central Committee, China has implemented the policy of opening to the outside world, utilizing foreign capital and introducing advanced technologies.
