任何一个行业、区域、组织都不可避免地生存于特定的环境中。要实现江苏水利的可持续发展，发挥其社会和经济效益，必须对其国际、国内、行业、省内外环境有充分的了解和掌握，认识到江苏水利与其它系统间的互动、互补，进而对江苏水利的环境要素进行整合，建立反馈评估体系。通过整合，才能达到和谐与平衡，提高社会和经济效益，实现江苏水利的腾飞，为四个现代化的建设服务。
