美国建国以来,其移民政策始终是为其经济社会发展需要服务的,不同的时期,需求不同,对移民的吸纳也有不同的选择。美国当代的投资移民政策主要依据是1990年移民法中的投资移民法案,其目的为了适应美国发展新阶段对资本和就业机会的需要而制定的。在美国的投资移民政策二十三年的实践过程中,其主要特点表现为投资移民数量少,亚洲移民居多。近年来,美国对投资移民的态度越来越宽松,并且在酝酿一项注重移民创业能力的创业移民法案。与之对应,为了更好地适应美国社会经济发展的需要,1990年的投资移民法案的发展趋势可能降低对移民创业能力的要求,而更加注重对移民的资本要求。二者相辅相成,将进一步扩大美国当代投资移民政策的影响,为美国引入更多的资本,创造更多的就业。
Since the founding of the United States, its immigration policy has always been to serve its economic and social development. At different times and with different needs, it also has different options for the absorption of immigrants. The current U.S. investment immigration policy is mainly based on the Investment Immigration Act of the 1990 Immigration Act, which is designed to meet the capital and employment needs of the United States in the new stage of its development. In the twenty-three years of practice of investment immigration policy in the United States, its main features are the small number of investment immigrants and the large number of immigrants from Asia. In recent years, the United States has become more relaxed toward investment immigrants and is in the process of formulating a pioneering immigration law that focuses on the ability of immigrants to start their own businesses. Correspondingly, in order to better meet the needs of social and economic development in the United States, the development trend of the Investment Immigration Act of 1990 may reduce the requirements for the entrepreneurial ability of immigrants and pay more attention to the capital requirements of immigrants. The two complement each other and will further expand the influence of the U.S. immigration policy on contemporary investment, introducing more capital to the United States and creating more employment.
