清末民初的农业状况和经济形势引发了系列农政改革,在作物品种资源方面主要表现为:新式管理机构的成立;西方先进农业科技的引进;奖励垦荒后耕地的扩大以及各类作物品种推广。这些农政改革为发展农业和社会经济储备了大量人才;提高了农产品商品化程度,激活了社会经济动力;最终使经济走向有限资本主义化,从而推动了农业与社会经济的发展。
The state of agriculture and the economic situation in late Qing Dynasty and early Republic of China triggered a series of agricultural reforms. The main manifestations of crop varieties and resources are as follows: the establishment of a new management institution; the introduction of advanced western agricultural science and technology; the expansion of cultivated land after rehabilitating reclamation and promotion of various crop varieties . These agricultural reforms have saved a large number of talents for the development of agriculture and social economy; they have increased the degree of commercialization of agricultural products, activated their socio-economic motivation, and eventually led the economy toward limited capitalization, thus promoting agricultural and social economic development.
