在加油站专项治理过程中遇到这样一个实例:一加油站站房及加油区在一个地平面上;但加油站的油罐所处位置地平面比站房所处位置的地平面要低将近3米。为了达到设置地下罐的要求,站方紧贴油罐用一个水泥池子将油罐圈起,然后用细沙填埋。他们认为,经过这样处理的油罐应该就算是地下油罐了。笔者认为如此理解“地下液体罐”的概念是不正确的。 《建筑设计防火规范》(GBJ16-87)对“地下液体储罐”一词的定义是:“罐内最高液面低于附近地面(距离储罐4米范围内的地面)最低标高0.2米者。”定义中强调了罐体中的最高液面必须低于储罐周围4米范围内的地面0.2米。这也就是说,即便是用水泥池子将油罐圈起,也必须将油罐
