胡锦涛访美让布什面临这样一个挑战:如何应对中国不断增长的经济和军事实力。主张对中国奉行强硬政策的美国鹰派认为,中国危及全球安全,造成美国就业机会流失。美国哈佛大学教授、1994-1995年间曾任负责国际安全事务助理国防部长的约瑟夫·奈认为,这种说法夸大了中国的实力。中国在人均收入、研发水平和军事实力等方面远远落后于美国。美国的经济问题不是单纯由中国造成的,美国需要从自身出发解决问题,对中国奉行“既拥抱又围堵”的政策。
President Hu Jintao’s visit to the United States poses such a challenge as how to deal with China’s growing economic and military power. The United States hawks that advocate a tough policy toward China believe that China jeopardizes global security and causes the loss of US job opportunities. Joseph Nye, a professor at Harvard University and a former Assistant Secretary of Defense for International Security Affairs from 1994 to 1995, believes that this statement exaggerates China’s strength. China lags far behind the United States in terms of per capita income, R&D level and military strength. The U.S. economic problem is not caused solely by China. The U.S. needs to solve problems from its own point of view and pursue a policy of “embracing and enclosing” China.
