18世纪上半期,随着伦敦向消费社会的转型,下层民众中出现了一股被称为“杜松子酒之靡”(gincraze)的酗酒之风。各个阶层分别从自身关切出发,围绕酗酒问题与酒水立法展开了一场广泛的社会争论。政府通过的杜松子酒法案却遭到了民众的极力反对,1736年法案还引发了多次反禁酒运动。酒水立法的曲折性不仅体现出伦敦各社会群体的利益博弈,也反映出英国在社会转型时期的张力。
In the first half of the 18th century, with the transformation of London into a consumer society, a wave of alcoholism called “gin” was found among the lower classes. Starting from their own concerns, all walks of life started a broad-based social debate on the issue of alcohol abuse and the draft legislation on alcohol and beverages. The government passed the gin act but was strongly opposed by the public, the bill also led to several anti-forcible alcohol movement in 1736. The twists and turns of the drinking-water legislation not only reflect the interests of various social groups in London game, but also reflects the tension in the United Kingdom during the social transition.
