在对黄委会基本建设工程质量检测中心检测工作质量管理体系介绍的基础上，对近年来在立足黄河和面向市场两个方面的工作进行了回顾，并对在基本建设工程“三项制度”改革深化、社会主义市场经济进一步发育的条件下，工程质量检验机构作为第三方服务机构如何快速健康发展的问题进行了探讨。
Based on the introduction of testing quality management system of the Yellow River Infrastructure Capital Construction Project Quality Inspection Center, this paper reviews the work on both the Yellow River and market-oriented aspects in recent years, and reviews the “three systems” of the capital construction project, Reform and deepening the further development of the socialist market economy conditions, the project quality inspection agencies as third-party service agencies how to quickly and healthy development of the issue were discussed.
