石油钻井行业是高风险、高投入的行业,安全与效益是该行业的两大主题。作为中石化集团公司系统内的一项战略部署,“全员成本目标管理”理应成为钻井生产降本增效的核心手段,钻井企业其他的成本管理模式和方法均应围绕这一中心进行。只有加强组织运行管理,建立了完善的责任体系、目标体系和激励与约束机制,并认真地把各节点工作做到位,才能真正完成好新形势下钻井生产企业的降本增效任务。
Oil drilling industry is a high risk, high input industry, safety and efficiency are the two major themes in the industry. As a strategic deployment within Sinopec Group’s system, the “full cost target management” should become the core means of reducing costs and increasing efficiency of drilling production. Other cost management models and methods for drilling enterprises should be carried out around this center. Only by strengthening the operation and management of the organization, establishing a sound responsibility system, the target system, the incentive and restraint mechanism, and earnestly putting all the work in place can we truly accomplish the task of reducing costs and increasing efficiency for drilling production enterprises in the new situation.
