Analysis of the reasons for the low efficiency of overseas investment in China WANG Li-hua State Administration of Foreign Exchange, Foreign Investment Bureau In 1995, the SAFE organized branches in various regions to conduct a comprehensive survey of overseas investment projects nationwide. Survey covers all provinces and autonomous regions except Qinghai and Xinjiang. Surveyed 2,202 projects with a total investment of 2.276 billion U.S. dollars and a Chinese investment of 1.317 billion U.S. dollars.
