现阶段我国林业主要的贡献由传统的提供木材和林产品慢慢向着维护生态安全、促进社会可持续发展的方向转变,公共财政则属于政府分配行为,从某种意义上而言,林业目标的转变、实现自身及社会可持续发展的目标,基本上是取决于公共财政的有效介入。在分析现行林业财政体制存在问题的基础上,分析林业与公共财政的关系,并提出构建林业公共财政的基本框架。 At this stage, the main contribution of China’s forestry from the traditional provision of timber and forest products slowly to maintain ecological safety and promote social sustainable development of the direction of change, public finance belongs to the government distribution behavior, in a sense, the forestry goal The goal of transforming itself and achieving sustainable social development basically depends on the effective intervention of public finance. Based on the analysis of the existing problems of forestry finance system, this paper analyzes the relationship between forestry and public finance and puts forward the basic framework of constructing forestry public finance.
