“红头文件” (规范性文件 )承载着政府管理过程中各种公共信息 ,是一国政府为社会提供的纯粹公共物品 ,具有非排他性和非竞争性。这种特性决定了政府“红头文件”公布方式的公开性、非赢利性、广泛性和及时性。我国目前主要采用五种公布方式 ,但还需要通过政务信息立法、公布方式的层次化等途径予以规范和改进 ,以充分发挥“红头文件”的现实效用。 “Red tape” (normative documents) carry a variety of public information in the process of government management, is a purely public goods provided by the government for the community, non-exclusive and non-competitive. This characteristic determines the openness, non-profitability, extensiveness and timeliness of the government’s publication of the “red-head document”. At present, there are mainly five publication methods in our country, but we also need to standardize and improve through legislation such as government information legislation and the level of publication methods so as to give full play to the practical effect of the “red tape”.
