从近几年的工作实践看,企业领导并不是有意识的非要把本单位的武装部撤掉或合并不可。武装部之所以被撤并,主要是党委书记、厂长(经理)在国防建设指导思想实行战略性转变后,不了解新时期武装工作的性质和任务,不了解人武工作的指导方针和原则。笔者曾和一些企业领导交谈过,得知他们从来没见过中央有关民兵工作的文件。存在这一问题的原因,
