1987年以来,四川石油管理局推行安全生产标准化班组、安全生产标准化岗位、安全生产标准化现场的“三标”工作,较好地克服了生产与安全“两张皮”的现象。其做法是: (1)制订发展“三标”工作的35条具体内容,包括安全生产规章制度、安全文明生产、劳保用品用具、劳动纪律、推广运用安全系统工程等,任务落实到基层和生产班组。 (2)实行“三标”验收两级审查制度,凡当年未达到规定指标的,不能评为先进单位,获得“三标”称号的给予奖励。 (3)上一级安委会和技安部门对获得
Since 1987, Sichuan Petroleum Administration has successfully implemented the “three standards” of standardization work teams for safety production, standardized production safety work, and standardization worksite for safety production, so as to better overcome the phenomenon of “two skins” in production and safety.
