精细与模糊构成了项目管理这一硬币的两面。精细管理强调项目管理的制度化、规范化、明确化、精确化。制度是精细管理的产物,亦是其追求目标。制度的刚性特点,以及制度永远滞后于现实的缺陷,使得精细管理难以解决项目管理面临的全部问题。模糊管理作为精细管理的补充,正是精细管理所不能触及的管理死角的解决之道。本文阐述了精细管理与模糊管理的关系,提出了模糊管理的原则、方法和管理艺术,对施工项目模糊管理进行了初步的研究和探讨。
Fine and fuzzy make up the sides of the project management coin. Fine management emphasizes the institutionalization, standardization, clarification and precision of project management. The system is the product of fine management and the pursuit of goals. The rigid characteristics of the system and the defects that the system lags behind the reality always make the fine management difficult to solve all the problems that the project management faces. Fuzzy management, as a supplement to fine management, is the solution to the management deadlock that can not be touched by fine management. This paper elaborates the relationship between fine management and fuzzy management, puts forward the principles, methods and management art of fuzzy management, and makes a preliminary study and discussion on the fuzzy management of construction projects.
